6.1.C. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> J u ne 13, 2011 <br /> SUBJECT <br /> Award of Contract— 2010-2011 Spot Repair and Overlay Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract <br /> 00520 for the 2010-2011 Spot Repair and Overlay Project to MCK Services, Inc. of <br /> Concord, for their responsive and responsible low bid of$1,040,666.00 and authorize <br /> the City Manager to increase the contract amount, if necessary, up to 10% of the <br /> amount awarded. <br /> BAC KG RO U N D <br /> The 2010-2011 Spot Repair and Overlay Project is part of the city's Roadway <br /> Management System (RMS) Program, which performs on-going pavement repair and <br /> replacement. The purpose of this project is to resurface Kentfield Avenue, Connecticut <br /> Drive, McGarvey Avenue, Westgate Street, and East Bayshore Boulevard. Portions of <br /> Laurel Street and Broadway will also be resurfaced. <br /> Two overlay projects are scheduled this year, this project which is the locally funded <br /> 2010-2011 Spot Repair and Overlay Project, and the federally funded 2010-2011 Street <br /> Overlay Project. The general work of these projects is the same, but federally funded <br /> projects incur higher administrative costs during design and construction. To minimize <br /> these administrative costs, staff separated this year's program into two projects based <br /> on funding sources. <br /> Beginning with the 2009-2010 pavement management projects, spot repair work <br /> required prior to a resurfacing project has been included in the scope of work for the <br /> roadway resurfacing project. Previously, preparatory spot repairs were performed by <br /> the city's Public Works Services Department. Reduced staffing and workload <br /> constraints prevent that department from continuing to perform these repairs. <br /> Pavement requires repairs for a variety of reasons including traffic loads, weather, and <br /> intrusive tree roots. After spot repairs are completed, selected roadways will be overlaid <br /> with asphalt concrete as part of the work of this contract, or slurry sealed later this year <br /> under another contract. The application of asphalt concrete and slurry seal are two <br /> separate trade specialties. Staff contracts and coordinates directly with separate <br /> contractors for asphalt concrete and slurry seal resurfacing to achieve economy of scale <br /> and reduce subcontractor markup. Contracting for specific roadway trade specialties <br />
