Archibald Paving, Inc. — Redwood City 1,048,570.45 <br /> O'Grady Paving, Inc. — Mountain View 1,080,749.60 <br /> Granite Rock Company DBA, Pavex Construction Division — San Jose 1,098,824.00 <br /> G. Bortolotto & Co., Inc. — San Carlos 1,147,000.61 <br /> Interstate Grading & Paving, Inc. — South San Francisco 1,205,179.60 <br /> Engineer's Estimate $1,250,000.00 <br /> Recommended Bidder: MCK Services, Inc. <br /> Substantiation: MCK Services, Inc. is the lowest responsive and responsible <br /> bidder. <br /> The bid of $1,040,666.00 from MCK Services, Inc. is 17% lower than the engineer's <br /> estimate of $1,250,000.00 for the cost of construction. Staff attributes this variance to a <br /> highly competitive bidding environment, and the size of the project which allows the <br /> constructor more opportunity to achieve economies of scale. Based upon the bids <br /> received, staff believes that the low bid of $1,040,666.00 is reasonable and <br /> recommends awarding the contract to MCK Services, Inc. <br /> ALTERNATIVES <br /> Council may choose not to award the contract and direct staff to redesign and/or rebid <br /> this project. <br /> FISCAL IMPACT <br /> Funds for Street Pavement Management Programs have been previously approved and <br /> appropriated as State Prop 42 with an available balance of $3,543.20, Transportation <br /> Fund (Measure A) with an available balance of $1,494,598.62, and Various <br /> Transportation Grants with an available balance of $551,625.67. Balances are <br /> preliminary as of April 30, 2011. <br />
