6.1.D. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> J u ne 13, 2011 <br /> SUBJECT <br /> Award of Contract— 2010-2011 Street Overlay Project (East Bayshore -Veterans) <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract <br /> 00520 for the 2010-2011 Street Overlay Project (East Bayshore -Veterans) to C.F. <br /> Archibald Paving, Inc. of Redwood City, for their responsive and responsible low bid of <br /> $1,415,000.00 and authorize the City Manager to increase the contract amount, if <br /> necessary, up to 10% of the amount awarded. <br /> BAC KG RO U N D <br /> The 2010-2011 Street Overlay Project is part of the city's Roadway Management <br /> System (RMS) Program, which performs on-going pavement repair and replacement. <br /> The purpose of this project is to resurface East Bayshore Road between Seaport <br /> Boulevard and Haven Avenue, and Veterans Boulevard between Whipple Avenue and <br /> Chestnut Street. Additionally, curb ramps will be installed to increase pedestrian <br /> accessibility along the project corridor. Please see attached project location map. <br /> A federal grant totaling $946,000.00 has been awarded to the city for the work of this <br /> specific project as a result of staff's timely application for Surface Transportation <br /> Program (STP) funds. <br /> Two overlay projects are scheduled this year, this project which is the federally funded <br /> 2010-2011 Street Overlay Project and the locally funded 2010-2011 Spot Repair and <br /> Overlay Project. The general work of these projects is the same, but federally funded <br /> projects incur higher administrative costs during design and construction. To minimize <br /> these administrative costs, staff separated this year's program into two projects based <br /> on funding sources. <br /> Five (5) bids were received for the 2010-2011 Street Overlay Project on May 18, 2011, <br /> and are summarized in the table below. <br /> Bidder Bid Amount <br /> C.F. Archibald Paving, Inc. — Redwood City $1,415,000.00 <br /> O'Grady Paving, Inc. — Mountain View 1,453,906.00 <br />
