6.1.D. - Page 2
Granite Rock Company DBA, Pavex Construction Division — San Jose 1,481,557.00
Interstate Grading & Paving, Inc. — South San Francisco 1,541,681.00
G. Bortolotto & Co., I nc. — San Carlos 1,545,555.55
Engineer's Estimate $1,500,000.00
Recommended Bidder: C.F. Archibald Paving, Inc.
Substantiation: C.F. Archibald Paving, Inc. is the lowest responsive and
responsible bidder.
The bid of $1,415,000.00 from C.F. Archibald Paving, Inc. is 6% lower than the
engineer's estimate of $1,500,000.00 for the cost of construction. Based upon the bids
received, staff believes that the low bid of $1,415,000.00 is reasonable and
recommends awarding the contract to C.F. Archibald Paving, Inc.
ALTERNATIVES
Council may choose not to award the contract which could result in the forfeiture of STP
federal grant funding.
FISCAL IMPACT
Funds for Street Pavement Management Programs have been previously approved and
appropriated as State Prop 42 with an available balance of $3,543.20, Transportation
Fund (Measure A) with an available balance of $1,494,598.62, and Various
Transportation Grants with an available balance of $551,625.67. Balances are
preliminary as of April 30, 2011. Staff has requested mid-year amendment to the
Various Transportation Grant fund that will increase the available balance by
$946,000.00.
ENVIRONMENTAL REVIEW
As the lead agency, City of Redwood City has determined that the 2010-2011 Street
Overlay Project (East Bayshore - /eterans) Project meets the CEQA exemption criteria
as set forth in Section 15302, ("Replacement or Reconstruction"). Furthermore, this
project has been designed complaint with the city's Engineering Standards and
accepted practices.
ATTAC H M E N TS
Project Location Maps
