Chris Smith spoke in support of the Water Transit Advocates of San Mateo County <br />Ferry Service and explained that the proposed ferry service to the San Francisco Bay <br />Bridge access is estimated at 41 minutes. <br />Rudy Luca asked questions whether the City is using taxpayers' money to pay for <br />eminent domain affected by the Cinema project. He asked if Council or staff had been <br />aware that the DARE program never worked and why it was never announced. He <br />asked if while the Police Chief served as interim Fire Chief he was compensated and <br />what the salary was. His last comment involved a quote by the Mayor in the <br />newspaper that he was using a scare tactic and, in Mr. Luca's opinion, threatening the <br />freedom of speech and the democratic process system. <br />Mayor Claire referred to a past incident where a person disrupted the Council meeting <br />by shouting from the audience, belittling individuals who had a different opinion, and <br />engaged in a physical altercation. At that time, the Council decided to implement rules <br />that would not tolerate anybody shouting from the audience. Any individual engaging <br />in that behavior would be given two warnings and if after the end of the second <br />warning, the behavior did not cease, the meeting would be recessed. At that time, the <br />person was spoken to and explained that, under state law, disruption of a public <br />meeting is a misdemeanor whereby the person may be removed from the premises. <br />Paul Sanfilipo thanked and commended the Redwood City Police Department in <br />responding to a party in Emerald Hills where a potential problem was averted. <br />6. CONSENT CALENDAR <br />Items on the Consent Calendar are considered to be routine by the City Council and <br />are enacted by one motion and one vote. <br />Public Comment. <br />Rudy Luca spoke on Consent Items 6.1.G, 6.4.A, 6.4.D and 6A.E. He asked for <br />specific information on the Carpet Replacement Project, warrants information and the <br />second reading of the Utility Users Tax ordinance, water service and sewer service <br />charges. <br />Mayor Claire stated that there had been a thorough report at a previous meeting on <br />the ordinances proposed for adoption. He further stated that staff would provide <br />copies of the staff reports. <br />M/S Howard /Ira to waive reading of the Consent Calendar except the ordinances by <br />title, adopt the resolutions and the ordinances, and approve other items.
