Council Member Hartnett stated that by adopting the first resolution, the City <br />can proceed with the recycled water project and whether or not the second <br />resolution is adopted, the question still remains as to what the project actually <br />will look like. The second resolution speaks to the safety and he, personally, <br />feels that a conclusion can be made that it is safe. He further stated that the <br />resolution can either be passed or delayed. <br />M/S Howard /Hartnett to extend the meeting until 3:00 a.m. The motion passed by a <br />unanimous voice vote. <br />M/S Hartnett/Howard to: <br />2. Adopt a resolution finding that the use of recycled water for landscape irrigation <br />is safe, is environmentally responsible, and can contribute to the health, safety <br />and welfare of all Redwood City residents <br />Council Member Howard stated that she has done her due diligence in studying all <br />of the evidence and all of the information. She further stated that having read and <br />heard the testimony this evening she still believes that recycled water is safe for its <br />intended use in parks and medians. <br />Council Member Pierce supported the motion because there is still the opportunity <br />to decide what the project will look like and where it will go. She stated she does <br />not want to go against the community and stated that people across the west are <br />facing the same issue of not enough water. She further stated that business is <br />what pays for services in the community and we need schools, children, parks and <br />a good quality of life. She suggested that the community start working together and <br />take responsibility toward finding solutions. <br />Council Member Ruskin stated that it is a difficult situation. He further stated that <br />he promised Christina Lai that when it finally came time to make a decision on the <br />health and safety factor that he would decide, based upon listening to everyone, <br />looking at everything and making the decision based upon what he thought to be <br />the truth. He stated that after hearing all of the evidence, he truly believes that it is <br />safe for the uses to which it is intended. <br />Mayor Claire stated that for him, the subject began in 1991, and that he has <br />difficulty with the experts on both sides. He mentioned the various presenters and <br />stated that he studied where recycled water has been used and what the outcome <br />has been. In the 40 years it has been used in Irvine, California, he has not found <br />one report of any difficulties.
