6.1.A. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> J u ne 20, 2011 <br /> SUBJECT <br /> Agreement to provide Fire and Emergency Services to the City of San Carlos <br /> RECOMMENDATION <br /> By motion, approve the Agreement to provide municipal fire and emergency services to <br /> the City of San Carlos and authorize the City Manager to execute the contract to <br /> provide such services. <br /> BAC KG RO U N D <br /> In January of this year, the City of San Carlos began deliberating options regarding fire <br /> and emergency services in their community. Like many municipalities, San Carlos is <br /> facing serious budget shortfalls and is looking at alternative ways to provide services to <br /> their community. The San Carlos City Council expressed a desire to contract out fire <br /> protection and emergency services provided to its community. At the San Carlos City <br /> Council Meeting on April 25, 2011, council members reviewed and discussed all <br /> proposals submitted and selected the proposal put forth by the City of Redwood City. <br /> Following this selection, representatives from both cities have met frequently to fine- <br /> tune the proposal and draft a mutually agreeable hybrid contract. The hybrid contract is <br /> a modification of an earlier full service proposal presented to the City of San Carlos. The <br /> hybrid allows oversight and management from Redwood City with the City of San <br /> Carlos providing the operational staff including captains, firefighters and firefighter <br /> paramedics responding out of two fire stations in San Carlos. Fire and emergency <br /> services to be provided by Redwood City include fire suppression coordination, incident <br /> command, administrative support, emergency medical advanced life support (ALS) non- <br /> transport response management, emergency management, and vehicle and technical <br /> rescue coordination. Redwood City has also proposed to provide training and personnel <br /> development. Finally, Redwood City has included provisions to cover public education, <br /> code enforcement, plan review, fire prevention, inspections, and fire scene investigation <br /> for the City of San Carlos. <br /> The resulting contract will enable the City of Redwood City to provide fire and <br /> emergency services at a reduced cost to San Carlos while also producing cost savings <br /> and/or additional revenue for Redwood City.
