6.1.A. - Page 2 <br /> pursuing the model of combined or regionalized services is aligned with the City <br /> Council's strategic initiative of effective municipal operations and is also consistent with <br /> recommendations in the 2009 Grand Jury Report regarding the upward trajectory of <br /> personnel costs. That report recommended providing services on a regional basis. <br /> This opportunity has come about because the San Carlos Council and City Manager <br /> have confronted a structural budget gap with a bold move to find a sustainable way to <br /> provide a core service to their community. Redwood City commends this approach and <br /> this contract signals that local governments in San Mateo County can — and should - set <br /> a new fiscal course for the future by sharing services and spreading costs across a <br /> broader base. Other agencies in the county, most recently San Mateo and Foster City, <br /> have already successfully put similar models into effect in their communities. We have <br /> every confidence that front-line service levels, responsiveness, and community safety <br /> does not have to be compromised as a result. The Redwood City Fire Department is <br /> well-equipped to provide those services and apply the same service model to San <br /> Carlos while maintaining San Carlos' own identity and culture. <br /> At this point, staff is seeking council support of and authorization to enter into the <br /> proposed contract with the City of San Carlos to provide fire and emergency services. <br /> Staff realizes that this is a fluid process and requests Council to authorize the City <br /> Manager, with the City Attorney's guidance, to modify this agreement as situations <br /> warrant. <br /> ALTERNATIVES <br /> Council could direct staff not to enter into contract to provide fire and emergency <br /> services to the City of San Carlos. <br /> FISCAL IMPACT <br /> By providing services to the City of San Carlos, as identified in the proposed <br /> Ag reement, the C ity of Redwood C ity wi l l rece ive $1,136,727. <br /> � <br /> � <br /> REBECCA VAUGHN <br /> MANAGEMENT ANALYST <br /> �AMES F.
