<br />SIC-I <br /> <br />REPORT' <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 10, 2005 <br /> <br />Subject <br />Agreement for Redwood City Family Centers <br /> <br />Recommendation <br />Approve and authorize the City Manager to execute the agreement between the County of <br />San Mateo, the City of Redwood City, and the Redwood City School District for support of <br />the Redwood City Family Centers for fiscal years 2004/2005 and 2005/2006; and rescind <br />the September 13th approval of an amendment to the 2003/2004 Redwood City Family <br />Centers agreement. <br /> <br />Background <br />The City of Redwood City (City) in partnership with the Redwood City School District <br />(District) and the County of San Mateo (County) agreed to assist the Redwood City Family <br />Centers with sustainability of the program at Fair Oaks, Hoover, Kennedy and Taft schools. <br />The Redwood City Family Centers were established to actively involve Redwood City <br />residents, educators and human service providers in supporting neighborhood children to <br />become successful learners. The Redwood City Family Centers provide one-stop services <br />including health services, family support services, parent-community partnerships, adult <br />education, and after-school programs. This program is supported and overseen under the <br />leadership of Redwood City 2020. The Redwood City Family Centers reach students and <br />their families at four "family centers" housed at the elementary and middle schools <br />(mentioned above) in a way that few programs are able to do because they are <br />strategically linked to the school communities they serve. In July 2002, The City of <br />Redwood City received a Program Excellence Award from the International City Managers <br />Association for this highly successful program. <br /> <br />Redwood City, San Mateo County and the Redwood City School District are funding the <br />core operations of the Redwood City Family Centers with $100,000 from San Mateo <br />County, $50,000 from the Redwood City School District and $85,500 from Redwood City <br />for fiscal year 2004/2005. The total budget for the Redwood City Family Centers for <br />2004/2005 is approximately $2 million. Over 50% of the budget includes redirected and in- <br />kind resources. Additional funds include $100,000 from the State Healthy Start grant for <br />the Kennedy Middle School Family Center, $50,000 from the Lucile Packard Foundation <br />for Children's Health, $134,000 from the Cowell Foundation, $185,000 in local funds from <br />First 5 San Mateo County, $289,000 in State funds from First 5 California, $50,000 from <br />the Zellerbach Family Fund. Additional contributors include; Community Foundation <br />Silicon Valley, California Endowment, 21st Century, Community Learning Centers, and the <br />John W. Gardner Center. <br /> <br />The agreement between the County, the School District and the City is a challenge grant. <br />In theory, should any of the partners not contribute what has been agreed to, the others <br />would withdraw their contributions as well.
