SWEENEY
] 79] 5 Old Barn Lane
Salinas, CA 93907-8546

September 28. 2004

Planning Services
City of Redwood City
Attn: Jill Dever Ekas, AI CP
1 017 Middlefield Road
Redwood City, CA 94063

Dear Jill,

Re: 3730 Laurel Way

I'm writing this letter to seek an entitlement to build on my lot located at 3730 Laurel
Way. Lot 3730 is on the "paved" section of Laurel Way as you will see fÌ'om the
pictures enclosed, and is adjacent to the left of the Aozasa residence that was built in
1998. I put up 6' tall "pink" stakes to indicate the boundary lines ofthe lot, which you
can see in most of the pictures. The lot has 66 feet of paved street frontage. I've also
enclosed a parcel map fÌ'om 1996 which indicates that I am on the paved roadway.
Granting an entitlement to build on my lot would be consistent with current City Council
Policy, specifically Resolution #1411 (Dec. 2000) RESTATING POLICY REGARDING
DEVELOPMENT OF CERTAIN PARCELS OF REAL PROPERTY ON LAUREL
WAY IN THE CITY OF REDWOOD CITY.

.. The J 988 Policy did not distinguish between parcels of real property fronting on that
portion of Laurel Way which has been paved, but not improved to City's standards.
Application for entitlements to develop properties fronting on Laurel Way subsequent to
1988 has indicated a need to make such a distinction. The parcels of real property
fronting on said "paved" portion of Laurel Way do not require. for development, the
construction of water, and sewer lines, nor do they require the construction of retaining
walls pursuant to the Improvement Plans ".

Current City Council Policy states: "Properties located on Laurel Way fronting on the
westerly and northerly unpaved extension thereof (the "Affected Area ") are, from the
standpoint of development, distinguishable from those parcels fronting on the paved
portion because such development and improvement of Laurel Way would require
extensive grading and the construction of retaining walls pursuant to the Improvement
Plans; further, water and sewer utilities are not currently available to said properties ".

My lot at 3730 is on the said "paved" portion of Laurel Way and does not require for
