Street improvements must provide adequate access for emergency <br /> <br />vehicles, maintenance vehicles, and other facilities necessary for <br /> <br />the maintenance, repair, replacement, and operation of public <br /> <br />facilities within the Affected Area. Surface drainage facilities, <br /> <br />sewerage, and water system improvements must be designed, <br /> <br />configured, and constructed of such materials as to serve overall <br /> <br />development within the Affected Area. <br /> <br />v.
