An EIR must, under CECA, consider the cumulative effects <br />of any development project. Said cumulative effects must <br /> <br />be analyzed in the context of the probability of future <br /> <br />development within the Affected Area. <br /> <br />z. The 1988 Policy should be revised and made more specific <br /> <br />to refer solely to the Affected Area. <br /> <br />2. Policy. This Council hereby determines and declares that, as the <br /> <br />current Policy of this Council, before any further improvement or development of <br /> <br />anyone or more parcel(s) of real property within the Affected Area shall occur, <br /> <br />an EIR shall be prepared which shall adequately address the environmental <br /> <br />impacts and, particularly, the cumulative effects of any such development; <br /> <br />provided, that said EIR shall describe as the project, the development, or <br /> <br />potential development, of all undeveloped parcels of real property within the <br /> <br />Affected Area. Nothing herein contained shall be deemed a limitation upon such <br /> <br />other requirements (including preparation of geologic soils engineering, seismic, <br /> <br />and similar such studies) as may be necessary or appropriate for such <br /> <br />development. <br /> <br />3. <br /> <br />ImDlementation.
