<br />[) .~-3Co <br /> <br />1, 1988, Subject: <br /> <br />Extension of Development on Laurel Way). <br /> <br />On <br /> <br />September 12, 1988, by consensus, the City Council concluded that soils <br /> <br />and geologic conditions regarding any further development on Laurel Way <br /> <br />require preparation of an area-wide Environmental Impact Report ("EIR") <br /> <br />in accordance with the California Environmental Quality Act ("CEQA"; <br /> <br />Pub. Res. Code § 21000, et seq.) in order to determine the cumulative <br /> <br />environmental effect of any development of property on Laurel Way. <br /> <br />i. The 1988 Policy did not distinguish between parcels of real property <br /> <br />fronting on that portion of Laurel Way which has been paved, but not <br /> <br />improved to City's standards, as shown on Exhibit "A," and labeled <br /> <br />"Substandard Paved." <br /> <br />j. Application for entitlements to develop properties fronting on Laurel Way <br /> <br />subsequent to 1988 has indicated a need to make such a distinction. <br /> <br />k. The parcels of real property fronting on said "City Standard Paved" portion <br /> <br />of Laurel Way do not require, for development, the construction of water <br /> <br />and sewer lines, nor do they require the construction of retaining walls <br /> <br />pursuant to the Improvement Plans. <br /> <br />I. Properties located on Laurel Way fronting on the westerly and northerly <br /> <br />"Substandard Paved" and "Unpaved" extension thereof (hereinafter <br /> <br />referred to as the "Affected Area") are, from the standpoint of <br /> <br />development, distinguishable from those parcels .fronting on the "City <br /> <br />Standard Paved" portion because such development and improvement of <br /> <br />Laurel Way would require extensive grading and the construction of <br /> <br />Atty/Reso/Reso.1520 <br />022205 <br /> <br />4 <br />
