7,A -I

REPORT

To the Honorable Mayor and City Council
From the City Manager

EXECUTIVE SUMMARY

Subject
Appeal of the Zoning Administrator's approval of a Use Permit and Architectural Permit at
2325 Euclid Avenue to allow for the installation of a wireless telecommunications facility.

Recommendation
That the City Council uphold the Zoning Administrator decision and based on a review of
the staff report, administrative record and public testimony find that:

1. The placement of the subject facilities, as conditioned by the Use Permit and
Architectural Permit, will meet the requirements of Redwood City Zoning Ordinance
Article 38, including but not limited to, operation and maintenance; height; setbacks;
distance; area; color; and screening,.

2. The subject facilities will comply with the radiation requirements established by the
Federal Communications Commission (FCC) and that the City is preempted by
Federal law from regulating the placement of such facilities that comply with FCC
regulations related to radiation.

.
\

3. Conditions contained in Use Permit 62-01 and Architectural Permit 63-01 are limited
to Verizon, Inc. and do not extend to the subject application.

Project Description
The applicant, the Alaris Group on behalf of AT&T wireless, applied for a Use Permit and
Architectural Permit to allow for the installation of a second wireless telecommunications
facility on the First Congregational Church's sanctuary building. In early 2003, the City
approved a telecommunications facility at this site for Verizon Wireless, and thus this
proposed installation was considered to be a "co-location" at this site. The proposed
application includes six (6) panel antennas mounted inside a new steeple and three (3)
equipment cabinets at grade. Based on recommendations from the Architectural Review
Committee (ARC) and after considering the administrative record for the existing Verizon
telecommunications facility, the Zoning Administrator made the determination that the
cumulative impact of existing and proposed telecommunications facilities and the approval
of the A T& T application, subject to conditions of approval would not be detrimental to the
general welfare of the City.

Appella~lt's Issues
The appellant is concerned about the placement of an additional wireless
telecommunication facility at the church property. The appellant has cited that the AT&T
application "violates a contract" and represents additional health concerns stemming from
the radiation associated with the proposed use.

Major Findings
The purpose ofthe City's regulation for Wireless Telecommunication Facilities as stated in

2/28/05

1
