�i�_� <br /> • . .. � � . . . 4:" - <br /> REP014T : � _ . . � <br /> To the Honorable Mayor and City Gouncil <br /> From the Ci Mana er <br /> May 9, 2005 <br /> Subject � <br /> Consultant Agreement with The Covello Group, relating to the Route 101/Raiston <br /> Avenue Interchange Improvement Project. <br /> Recommendation <br /> Approve agreement with The Covelio Group, for providing co�s�ruction scheduling and <br /> other related support senrices for the Route 101/Ralston Avenue Interchange <br /> Improvement Project, in an amount not to exce�d $68,500. <br /> Background <br /> The subject project is currently under construction, and is appr�ximately 65% complete. <br /> The majority of earthwork and embankmen4 is substantially complete, and fiF�e two major <br /> items of work left are the bridgP structure on Island Parkway over the northbound <br /> onramp, and various retaining walls. The project was awarded at $12,426,983, and is <br /> scheduled to be completed in the fourth quarter of 2005, provided t�at we do not get an <br /> exceptionally wet winter. <br /> Harris and Associates was retained by the City on February 23, 2003, to functi�n as the <br /> Construction Manager for this project. Harris' personnel have r����r�ag�d th� day-to-d��O <br /> functions of the project well, especially in dealing with technical issues. Their functiory� <br /> include services such as value engineering, constructability review, and t�id support <br /> (prior to bid opening), and project construction inspection, record keeping, coordinating <br /> and responding to questions from the Contractor, to adnnirristering changes in the <br /> contract, after the award of contract. Numerous technical challenge�, common in large <br /> highway projects such as this one, were enc�untered, and wer� ��esolved cre�tively with <br /> the minimum impact to the project cost and schedule. � <br /> Scheduling is an important issue to the project, since changes to the �roject, and other <br /> events, can create schedule impacts which can result in costly delay clairr�s. Schedule <br /> analysis, review, and approval are `unctions that Harris and Associate� currently <br /> provide to the project, and that function is being fulfilled sufficiently, as evident by the <br /> physical progress of the project. However, with modern softw�re and analysis tools, <br /> scheduling of such large projects, involving hundreds of activities, is coRrplex, and has <br /> become a specialty. There are afso many ways of analyzing schedule irv�pacts, and <br /> because of this, there are many unresolved scheduling issues that the Contractor and <br /> Harris cannot agree upon. These issues have not tumed into actual claim�; however, <br /> the Contractor is posturing for a claim at the project conclusion. Due t� the gravity of <br /> potential delay claims, staff recommends retaining the help of The �ovello Group to <br /> Page 1 of 2 <br />
