The cost of land and construction costs are the greatest <br /> barriers to affordable housing. <br /> Other impediments include fees, environmental costs, relocation, prevailing wages <br /> .further increase construction costs, housing costs and lack of coordination between job <br /> training and community college programs and the types of jobs enhancement skills <br /> required to help people move from minimum wage to higher paying jobs within the <br /> community. <br /> As the technological industry and higher paying jobs decreased in Redwood City after <br /> 2003, more vacant ownership and rental units have become available. The City's <br /> vacancy rate has risen from .5% in 1990 to 3% in 2005. While rents have decreased in <br /> some cases, the price of homes has risen steadily over the last 20 years making <br /> ownership housing out of reach for the majority of working class people. <br /> The need for affordable housing increases as the population of low income households <br /> increase from population growth. Many senior citizens are still priced out of the housing <br /> market, and are more visible in emergency shelters with few transition options. <br /> 12 <br />
