<br />5.3A-l <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 24, 2005 <br /> <br />Subject <br />Revisions to Planning Cost Recovery Policy <br /> <br />Recommendation <br />The Council Revenue Sub-Committee recommends that the City Council adopt a <br />Resolution amending the recently approved Cost Recovery Policy to exempt new single <br />family homes and room additions. <br /> <br />Background <br />On September 27,2004, the City Council adopted a resolution implementing the Planning <br />Cost Recovery Policy. This new policy allows staff to recover the full cost of providing <br />planning services for projects on sites equal to or greater than }I.¡ acre (10,890 sq. ft.). <br />Please refer to the attached staff report and exhibits dated September 27,2004, for further <br />information. <br /> <br />The new policy works as follows. Every applicant makes a pre-application deposit of <br />$5,000 for those projects equal to or above the }I.¡ acre threshold. This deposit covers <br />staff's initial work, including the Plan Review Committee (PRC) review of the development <br />concept1. Following the PRC review, the project planner will estimate future work on the <br />project. Based on this estimation the developer will submit additional funds to cover the <br />City's actual costs for the application review, through to issuance of any permits. Once the <br />project review is completed and all permits are issued, staff will check the remaining <br />account balance and return any unused funds back to the applicant within 90 days of the <br />end of project review. Likewise, there are provisions in the policy for the developer to <br />make additional payments if the City determines that the application deposit is going to be <br />insufficient. <br /> <br />The Cost Recovery Policy went into effect 60 days after approval of the resolution (on <br />November 26, 2004) and we have processed several commercial projects under the new <br />rules. Staff has yet to review any single family homes or room additions on lots equal to or <br />greater than }I.¡ acre. <br /> <br />1 The Plan Review Committee (PRC) is made up of staff from all the departments that comment on development <br />applications. The project planner provides a written summary of the PRC discussions to the applicant following the <br />meeting. <br />
