<br />5 '6 A~ 2 <br /> <br />Policy Amendment <br />The Cost Recovery Policy approved on September 27, 2004 only exempted stand-alone <br />childcare facilities on sites of X acre or larger. The Revenue Sub-Committee members <br />(Rosanne Foust, Jim Hartnett, Mayor Jeff Ira) who recommended this policy to the full <br />Council indicate that it was their intent to also exempt the construction of sinole-familv <br />homes and alterations/additions to existinQ sinQle-familv homes on lots of X acre or larQer. <br />The staff report reflected the sub-committee's desire but it was not included in the attached <br />resolution. Staff has accordingly made the attached amendments to the Cost Recovery <br />Policy to implement the sub-committee's recommendation. <br /> <br />, <br />Review of Fees and Charges , <br />The Planning Cost Recovery Policy only applies to parcels of X acre or larger, and <br />operates on a deposit basis. The Cost Recovery Policy made .!1Q change in the rules <br />governing lots of less than X acre. Lots of lessJhan X acre currently pay (and will continue <br />to pay under this proposed revision) a fixed fee2. However, Redwood City has not adjusted <br />any of its planning fees since 1990. Staff is collecting data to define our real costs for <br />processing the various permits. We will be bringing this information back to you in the next <br />six months. <br /> <br />Alternatives <br />1. Leave the Cost Recovery Policy as-is, requiring a deposit of $5,000 for new single- <br />family homes and alterations/ additions to existing single-family homes on lots equal <br />to or greater than X acre. <br />2. Amend the Cost Recovery Policy to exempt remodels or additions to single-family <br />homes on lots of X acre or larger but require people building entirely new homes to <br />be subject to the deposit. <br /> <br />Fiscal Impact <br />The exemption of single family new homes and alterations/ additions will not have much <br />impact on the amount of cost 'recovered' by the new Cost Recovery Policy. 97% or more <br />of the residential lots in Redwood City are smaller than X acre. However, the current $50 <br />fee for residential architectural permits does not cover the City's actual costs for review of <br />such applications. Council will consider revisions to this and all other permit fees when <br />staff presents the data on the City's actual costs for approving the various permits. Staff Report and Attachments dated September 27,2004 <br /> <br />2 Second story residential additions and newly constructed single-family homes are reviewed under an Architectural <br />Permit. The current permit fee for architectural permits on 1-3 unit projects is fifty dollars ($50.00). This proposed <br />amendment to the Cost Recovery Policy will mean that all such residential projects, whether on lots larger or smaller <br />than % acre will be reviewed as Architectural Permits and charged the current fifty dollar fee. <br />
