Most of our neighbors have implemented a deposit
system similar to this or have adjusted their fee schedules to seek to recover the true
cost of providing plan review services. In addition, the deposit system is already in use
in Redwood City. The City's Engineering Division has been using a deposit system for
the last decade or longer and for much larger cost items than Planning is likely to see.
This routinely occurs without any controversy.

Finally, if adopted by Council, staff will monitor this new policy and recommend
refinements if necessary. Charges under this Policy will be reviewed annually and
adjusted if necessary, as part of the annual budget review.

AI 11-4
