5.?; A-\B WHEREAS, the Childcare Policy further states that the City shall facilitate the development and acquisition of space for childcare centers; and WHEREAS, in furtherance of the Childcare Policy the City Council desires to exempt, from the Cost Recovery Policy, stand-alone childcare facilities developed on parcels a quarter of an acre in size or larger; and WHEREAS, on September 27,2004, the City Council held a public hearing (the "Public Hearing") - at which oral and written presentations were permitted on the proposed cost recovery program; and WHEREAS, notice of the time and place of the Public Hearing was both published in a newspaper of general circulation and provided to interested parties; and WHEREAS, at least ten (10) days prior to the Public Hearing, Planning staff made available to the public data indicating the amount of cost or estimated cost required to provide the services for which the application processing fee is to be levied and the revenue sources anticipated to provide the services. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY DOES HEREBY RESOLVE AS FOLLOWS: 1. That the cost recovery policy for planning related major development project applications contained in the attached Exhibit 1, which is incorporated herein by this reference (the "Cost Recovery Policy"), is hereby adopted. 2. That Exhibit A to Resolution No. 11333 is hereby amended by adding, for large development projects, the Cost Recovery Policy. In those instances where the provisions of Exhibit A to Resolution 11333 conflict with the Cost Recovery Policy, the provisions of the Cost Recovery Policy will prevail. Atty/ResoiReso.1398 091604 2
