Other Local Funding Provisions . State Mandate Cost Reimbursements: Proposition 1 A seemed to have influenced deci- sions on State Mandate reimbursements as well. The 2005-06 budget funded some mandates that have been deferred over the past few years, while it included deferral and outright suspension of others. The list of funded, deferred and sus- pended mandates is !ncluded in the Budget Summary on the Department of Finance website at www.dof.ca.gov. As a reminder, under Prop 1A, mandated programs that deal with employee relations or public safety are exempt from being suspended when funding is deferred. The budget package also proposed a 15-year payback on previously deferred mandates payments. This goes beyond the 5-year payback period agreed to last year. Some questions remain on the details of this proposal as to when repayment begins and if cities may borrow against future payments. . Booking Fees: The 2004-05 budget included booking fees with the stipulation that they would not be included in the 2005-06 budget and that counties could only charge one-half of the administrative costs for bookings in 2005-06. The 2005-06 Proposed Budget conforms to this agreement and does not fund booking fees. . COPS: COPS funding is maintained at $100 million - the same level as the previous year. . Libraries: Funding for the Public Library Foundation is reduced by $2.2 million from the 04-05 funding level of$14.36m. CONFERENCE from page 1 . . . . . . . . . . . . The conference kicked off Wednesday with a session on .City Priorities and the Politically Pos- sible,. exploring the wide range of perspedives that must be considered when worKing toward agreement for specific actions. Other sessions covered topics such as effective advocacy, council and city staff relationships, financial oversight responsibilities of council members, ethics and public trust, and the council-city attomey relationship. Conference attendees also attended a League- sponsored Legislative reception on Wednesday evening at the Califomia History Museum in Sacra- mento. Over 60 state legislators and numerous legislative staff attended the reception, offering a unique opportunity for city officials to discuss impor- tant city issues face-to-face with legislative decision makers in the Capitol. The conference concluded Friday and attendees were briefed on Proposition 1A, the local govemment- sponsored ballot measure that received 84% approval from voters in November, and the League's strategic priorities for 2005 in the areas of housing, funding for infrastructure and protedion offunding redevelop- ment agencies.
