6.1.C. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
June 27, 2011
SUBJECT
Pedestrian and Bicycle Program Fiscal Year 2012 -2013 Grant Applications
RECOMMENDATION
This is an information -only staff report.
BACKGROUND
During the June 13, 2011 City Council meeting, staff was asked to provide further
information regarding Redwood City's grant applications submitted in response to the
joint call for projects for the San Mateo County Bicycle and Pedestrian Program.
Call for Projects
On February 14, 2011 the San Mateo County Transportation Authority (TA) and the
City /County Association of Governments of San Mateo County (C /CAG) announced a
joint call for projects for the San Mateo County Bicycle and Pedestrian Program
(Program). The goal of the Program is to fund specific projects that encourage and
improve bicycling and walking conditions in San Mateo County. Bicycling and walking
are sustainable forms of transportation and contribute to the overall goals of the
Measure A Program and the Transportation Development Act (TDA) Article 3 to reduce
commute corridor congestion, make regional connections, enhance safety, and meet
local mobility needs. A total of $3.9 million was made available covering FY 2012 and
FY 2013, comprised of $3 million in the Measure A Program and $900,000 in the TDA
Article 3 Program. Project applications were due March 17, 2011; a total of 41 grant
applications were received from 18 jurisdictions (the funding request was
oversubscribed by $7 million). Site visits were conducted and applications were
evaluated and scored by project review committees. The C /CAG project review
committee was comprised of the C /CAG Bicycle and Pedestrian Advisory Committee
(BPAC) members, and the TA project review committee was comprised of TA and
C /CAG staff.
Grant applications
Redwood City submitted four project applications as outlined below. Diagrams showing
the location of the project sites are included in Exhibit A. Matching funds will be
allocated from Capital Improvement Project (CIP) funds. No matching funds will be
allocated from Redwood City's General Fund.
