6.1.C. - Page 4 <br />Elementary School for the Massachusetts Avenue School Crosswalk In- roadway <br />Warning Light System project. <br />Following delay of the formation of a Redwood City Complete Streets Advisory <br />Committee, the Silicon Valley Bicycle Coalition formed a workgroup to provide input to <br />City staff on bicycle and pedestrian issues until a suitable commission is able to fulfill <br />this function for the City (source: Silicon Valley Bicycle Coalition website). <br />Final Design and Construction <br />All four projects have not been finalized and further design will be completed before <br />bidding and construction for the projects can begin. Prior to construction, notification <br />will be sent to all adjacent residents and businesses. In addition, electronic message <br />boards will be placed in advance of the construction area at least one week prior to <br />work commencement to notify drivers in the area of the upcoming road work. <br />All project work should have only minor impacts to the vehicle traffic on the roadways, <br />since the majority of the work will be conducted on the side of the roadways at the curb <br />and gutters. Alternative pedestrian routes and pathways will be provided as needed. <br />Each of the projects varies in size and scope but all can be completed in less than 30 <br />days of construction. <br />The Brewster Avenue Bicycle Improvements project does include the slurry sealing of <br />the roadway and restriping. For this work traffic control will be in place to help drivers <br />navigate the work area. This portion of the project should only impact drivers a <br />maximum of two days and add only minor delays. <br />Funding status <br />The projects were ranked by the C /CAG Bicycle and Pedestrian Advisory Committee <br />(BPAC) at its April 28, 2011 meeting and by staff of the TA and C /CAG. Ranking <br />criteria were outlined during the grant solicitation process and are based primarily on <br />the merit of each project. There were no limitations on how many projects a <br />municipality may submit. Final funding recommendations have not been formally <br />approved by the C /CAG BPAC or the TA Board, however preliminary rankings <br />recommend funding of the Brewster Avenue Bicycle Improvements and the Hudson <br />Street Bicycle and Pedestrian Improvements. Partial funding is recommended for the <br />Brewster Avenue Pedestrian Improvements. If the Brewster Avenue Pedestrian <br />Improvements project is partially funded, the balance of the project costs (matching <br />funds) will be supported by the CIP funds from the Traffic Impact Fee Fund and the Gas <br />Tax Construction Fund (no funding will be provided by the General Fund). At this time it <br />is not anticipated that the Massachusetts Avenue School Crosswalk In- Roadway <br />Warning Light System project will be funded. <br />ALTERNATIVES <br />This is an information -only staff report. No Council action is required. <br />
