6.1.C. - Page 3 <br />(15 %) from the Traffic Impact Fee Fund and $23,065 (15 %) from the Gas Tax <br />Construction Fund. <br />• Massachusetts Avenue School Crosswalk In- Roadway Warning Light System <br />Installation of pedestrian improvements on Massachusetts Avenue at Arizona <br />Way for an existing crosswalk adjacent to Henry Ford Elementary School. The <br />project includes installation of an in- pavement warning light system and <br />coordinated flashing signs, a realigned crosswalk to minimize crossing length, a <br />raised curb median to serve as a pedestrian refuge area, curb bulb -outs with <br />ADA ramps, a new streetlight, and refreshed pavement markings as needed. <br />The improvements will increase safety and convenience for pedestrians crossing <br />Massachusetts Avenue, including school children walking to Henry Ford <br />Elementary School and Kennedy Middle School, and for residents walking to <br />Maddux Park. Redwood City requested grant funding of $110,250 (70% of <br />project cost), and will provide matching funds of $23,625 (15 %) from the Traffic <br />Impact Fee Fund and $23,625 (15 %) from the Gas Tax Construction Fund. <br />Community Input <br />These proposed projects originated with ideas expressed through community input, <br />which identified a need for bicycle and pedestrian improvements in the project areas. <br />The projects follow programs and policies outlined in Redwood City's General Plan, and <br />the General Plan itself is based on extensive community input. For example Brewster <br />Avenue, Hudson Street, and Broadway are identified as community - proposed Class II <br />or III bikeways in Figure BE -12 of Redwood City's General Plan, and the Sequoia High <br />School area is identified as an area of focused attention for pedestrian safety. The <br />projects are aligned with several goals outlined in Redwood City's General Plan <br />(specific policies are listed in Exhibit B), including: <br />• Maintain a local transportation system that balances the needs of bicyclists, <br />pedestrians, and public transit with those of private cars (Goal BE -25, Circulation <br />Element) <br />• Improve walking, bicycling, and electric bicycle /scooter facilities to be more <br />convenient, comfortable, and safe, and therefore more common transportation <br />modes in Redwood City (Goal BE -26, Circulation Element) <br />• Reduce the volume of pollutants generated by motorized vehicles (Goal PS -3, <br />Public Safety element) <br />• Provide a safe pedestrian and bicycle environment citywide (Goal PS -12, Public <br />Safety element) <br />Additionally, parents, school officials (school and district), and church officials requested <br />pedestrian improvements in the project areas. <br />Letters of support were received from the Sequoia Union High School District, the <br />Redwood City School District, and the Silicon Valley Bicycle Coalition for three of the <br />projects: the Brewster Avenue Pedestrian Improvements, Brewster Avenue Bicycle <br />Improvements, and Hudson Street Bicycle and Pedestrian Improvements. Letters of <br />support were received from the Redwood City School District and Henry Ford <br />
