6.1.E. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
June 27, 2011
SUBJECT
Third Amendment to the Agreement for Animal Control Services between the City of
Redwood City and the County of San Mateo.
RECOMMENDATION
By motion, extend the current contract agreement with the County of San Mateo for the
provision of animal control services through June 30, 2015.
BACKGROUND
The County of San Mateo contracts with the Peninsula Humane Society (PHS) for
shelter and animal control services to all cities and the unincorporated areas of the
County. The twenty cities of the County have historically contracted with the County for
the provision of those services. The current service agreement which was approved by
the City Council in 2007 is in effect through June 30, 2011. Copies of the 2007
agreement and the original 2003 agreement are on file with the City Clerk. The cities,
the County of San Mateo, and Peninsula Humane Society desire to extend the current
agreement for animal control services through June 30, 2015. This will be the third
amendment to the agreement for services approved in 2003.
Negotiations to develop the agreement, led on behalf of the city managers group by
Barry Nagel, City Manager of South San Francisco, started over 18 months ago. The
four -year agreement does not include an early termination clause, and the County will
not accept a singular agreement from Redwood City. The City and the other
jurisdictions party to the agreement will be working with the County over the course of
the next one -to -two years to thoroughly investigate and identify other approaches to
providing animal control services, and will return to the Council periodically with updates
on progress.
The cost for each city's share is determined by the County, based upon a service cost
formula. The County will annually calculate a percentage breakdown, based upon a
report of the services provided to each city, provided to the County by the Peninsula
Humane Society. The percentage distribution for each city for a given year will be based
on an average of service costs over the three calendar years prior to the year in
question. Redwood City's percentage share of the agreement will vary somewhat each
year as service volumes from multiple years are averaged.
