6.1.E. - Page 2 <br />Currently the City's percentage share for the agreement is 13.25 %. The final annual <br />percentages will not be precisely determined until the actual annual levels of service <br />provided to Redwood City are known. Additionally, the actual annual county wide costs <br />(on which cities' shares will be based) will take into consideration the annual expenses <br />and revenues for any animal control and licensing services the County provides beyond <br />those provided by PHS (such as licensing, processing /maintaining dangerous and <br />vicious animal hearings, service animal designations, and spay /neuter voucher <br />program, etc.). Over the last four years, that final annual county wide cost to be shared <br />by the cities /County has typically been an average of 18% lower than the PHS contract <br />amount. <br />Shown below are the initial total county wide annual costs (before taking into account <br />the County's actual expenses /revenues), and the City's estimated annual costs based <br />on the current 13.25% distribution for Redwood City. <br />Fiscal Year County wide Cost Redwood City's Share (estimated) <br />2011-12 $5,236,875 $693,886 <br />2012-13 $5,417,797 $717,858 <br />2013-14 $5,608,170 $743,083 <br />2014-15 $5,944,135 $787,598 <br />The cities and County may also be responsible for their appropriate portions (based on <br />the same formula and percentage distribution as the annual fees) of an additional <br />$50,000 per fiscal year, which would be forwarded by the County to PHS for its use to <br />complete requested and approved maintenance and repairs to the animal control <br />services facility. <br />In each fiscal year of the contract, the additional repair and maintenance funds would <br />not be paid until after PHS has expended specified minimum amounts on deferred <br />repairs and maintenance (an amount of up to $400,000 over the term of the four year <br />period covered by this amendment). Redwood City's estimated share of these annual <br />repair and maintenance funds would amount to an additional $6,625 per fiscal year. <br />Finally, County Dispatch will invoice the cost for after - hours /holiday calls for animal <br />control and licensing, to be paid by the County and the cities by the same percentage <br />distribution as their annual fees. This cost fluctuates from year to year, but can be up to <br />$80,000 per year. Redwood City's estimated share of the County Dispatch fees would <br />be up to $10,600 annually. <br />ALTERNATIVES <br />Currently there are no viable alternatives available to the City for animal control <br />services. During the term of this agreement the City, along with the other cities which <br />are party to the agreement, will investigate alternatives for providing animal control <br />services. <br />
