He said he looks forward to eventually voting on it, but <br />that cannot happen until the review and amendments are all completed. <br />Mayor Ira thanked Mr. Stephen Knight with Save the Bay for giving him and the Council <br />a heads up prior to the recent press releases and poll results. <br />Council took a break at 8:17 p.m. Council resumed at 8:30 p.m. <br />Mr. Lyon addressed the timeline issue and said that staff found opportunities to expand <br />in some areas and to combine in others. He confirmed there will be a fiscal impact <br />analysis. <br />Council Discussion: <br />One Council Member asked if this was the first time a CEQA timeline has not been met <br />and staff stated that this is not the first time. City Attorney Thompson interjected and <br />clarified that the most important thing is a good and thorough process and not just a <br />focus on the schedule perse. Another Council Member noted that Council was not <br />about to short circuit the process at the expense of the schedule. Vice Mayor Aguirre <br />reassured the public and the community that the goal is to study and not rush into <br />decisions. One Council Member noted that some members of the Council may be <br />information 'junkies" and that Council is still in the process of obtaining all data and <br />meaningful input which will be valuable later on. Mayor Ira thanked the staff for the <br />competent report tonight. <br />M/S Seybert /Bain to approve item #2. Motion carried 6 -0 with Council Member Foust <br />recused. <br />M/S Aguirre /Pierce to approve item #3. Motion carried 6 -0 with Council Member <br />Foust recused. <br />M/S Pierce /Gee to approve item #4. Motion carried 6 -0 with Council Member Foust <br />recused. <br />M/S Gee /Pierce to approve item #5. Motion carried 6 -0 with Council Member <br />Foust recused. <br />Council Member Foust rejoined the dais at 8:45 p.m. <br />B. Process for the Selection of Developers for Block 2 and the Winslow Street <br />Parking Lot at Depot Circle - City Council /Redevelopment Agency Board <br />Recommendation: <br />Consider background information, public comments and discussion of options as <br />they relate to developer selection for Block 2 (which is a predominately City - <br />owned block bounded by Jefferson, Middlefield, and Caltrain), and the Winslow <br />Street Parking Lot and provide direction to staff. The options available for Council <br />as they relate to developer selection for either parcel are: <br />1.
