7.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />June 27, 2011 <br />SUBJECT <br />Structure of Boards, Commissions, and Committees and Human Services Financial <br />Assistance <br />RECOMMENDATION <br />Review and provide direction on consultant recommendations as they pertain to <br />Redwood City's Boards, Commissions and Commitees. <br />Receive staff information related to funding for Human Services Financial Assistance <br />and provide direction on funding levels for FY 11 /12 and future fiscal years. <br />BACKGROUND <br />In January of 2011, the City Council directed staff to conduct an organizational analysis <br />to identify opportunities to streamline operations and add operational efficiencies. As <br />part of that process, the City Council requested that staff also conduct a review of its <br />Boards, Commissions and Committees (BCCs). There were multiple purposes to this <br />study which included: evaluate the current structure and operation of these bodies; <br />conduct a peer review of like agencies to determine the number and structure of such <br />groups in other jurisdictions; identify best practices in the management and <br />performance of these entities; and identify opportunities to consolidate or streamline <br />these bodies to make them more efficient and effective. The study was partly <br />commissioned due to the fact that staff resources have been greatly reduced the last <br />two fiscal years and we must ensure staff is working in the most efficient way possible. <br />This led to another objective of this study which was to identify processes and /or <br />structures whereby these committees can be managed or maintained with less staff <br />support. <br />Attached to this report is a list of recommendations that resulted from the analysis. <br />Additionally, there are two organization charts. The first is the current structure of the <br />City's BCCs and the second is an organizational structure of the BCCs being <br />recommended by Management Partners, the consulting firm which conducted the <br />analysis. The recommendations and organizational structures will be presented in detail <br />during the council meeting and staff will be seeking direction from the City Council on <br />these recommendations. <br />In addition to the recommendations for structural changes to BCCs, staff will also be <br />presenting information as it relates to general fund contributions towards Human <br />
