City of Redwood City <br />Council- Appointed Advisory Bodies Recommendations "ATTACHMENT 1" <br />Manaaement Partners Recommends <br />1. Reduce the number of formal Council- appointed advisory bodies from ten to six and establish advisory committees to provide professional or <br />issue - specific input into the recommendation process (see recommended organization chart). Maintain the charter boards and commissions. <br />• Formal boards, commissions and committees — Council- appointed to provide information, advice and recommendations to the City <br />Council. Supported by assigned staff liaison. Meetings must be posted and agendas and meeting minutes must be made publicly <br />available. Community members are invited to attend and may provide public comment. Brown Act requirements apply. <br />• Standing advisory committees — Board, Commission or Committee (BCC)- appointed to provide information, advice and <br />recommendations to the formal body. Staff support is limited to meeting logistics, agenda posting and minutes. Meetings must be posted <br />and agendas and meeting minutes must be made publicly available. Community members are invited to attend and may provide public <br />comment. Brown Act requirements apply. <br />• Ad hoc committees - Board, Commission or Committee (BCC)- appointed to address specific issues or areas of interest. Staff liaison is <br />not assigned. Ad hoc committees serve as work groups of the BCCs and may involve broad community participation. Ad hoc committee <br />meetings do not require formal posting of agendas or minutes. These committees report information, advice or recommendations to the <br />Council- appointed BCC. <br />2. Designate a staff liaison to standing boards, commissions and committees and clearly define their role and responsibilities. Ad -hoc committees <br />that are established to support the formal boards and commissions will be responsible for their own administration. <br />3. Reduce the overall number of meetings held by boards, committees, and commissions to maintain focus on policy objectives and minimize <br />impact on staff resources. Hold formal commission meetings every other month or quarterly as recommended in the commission - specific <br />recommendations that follow. Advisory or ad hoc committees will meet between formal BCC meetings and provide updates and <br />recommendations at the standing commission meetings. <br />4. Encourage shared use of the Senior Affairs Advisory Committee to provide information, advice and recommendation on matters of interest and <br />concern to the senior community. <br />5. Solicit regular input from community groups and stakeholders to maintain a broad perspective and diverse input on policy. Invite community <br />members to participate on ad -hoc or issue - specific committees that are of interest to them. <br />6. Enact a sunset provision for all non - charter boards, commissions and committees to ensure advisory bodies are reviewed periodically, so they <br />maximize the benefits they offer to the Council and community. <br />7. Adopt a term limit policy for all Council- appointed boards, commissions and committees to ensure broad community participation. <br />8. Establish a standard method for tracking hours of staff support for boards, commissions, and committees and report on the investment of tii <br />and resources annually.
