6.1.13. - Page 55 <br />TENTATIVE AGREEMENT BETWEEN CITY OF REDWOOD CITY <br />SERVICE EMPLOYEES INTERNATIONAL UNION (SEIU) LOCAL 521 <br />PERS IMPLICATIONS <br />The VTO program shall be administered in accordance with all applicable PERS <br />regulations and memoranda of understanding. <br />Employees should be aware that a reduction of regular work hours would result in a <br />corresponding reduction of in wages reported to PERS. Consistent with PERS <br />regulations, employees must work a minimum of 1020 hours to be eligible for retirement <br />benefits. <br />OVERTIME <br />Employees participating in the VTO program may receive overtime pay providing there <br />are funds available in the departmental budget and they are eligible for overtime pay. <br />Overtime at the time and one -half rate or at the straight time, whichever is applicable, <br />will only be paid when an employee works in excess of eight hours in one day or forty <br />hours in the workweek. <br />ACCRUALS & HOLIDAY PAY <br />Sick leave and vacation accruals as well as holiday and administrative holiday pay will <br />be prorated based on the employee's VTO hours in a pay period. For example, if an <br />employee's regular VTO schedule were 32 hours per week, the employee would <br />receive 6.4 hours of holiday pay. <br />Additionally, if a holiday falls on a day that an employee has chosen to take off as part <br />of the VTO program, the employee will be eligible to receive the preceding day off as a <br />holiday or the following day off after the holiday if the holiday falls on a Sunday at the <br />prorated level. If the holiday falls on a day the employee is scheduled to work, the <br />employee will receive the prorated number of hours for the holiday. In either case, the <br />employee may use their other accrued balances (with the exception of sick leave) to <br />ensure their full VTO hours in that pay period. <br />CITY MANAGER DISCRETION <br />The City Manager, at his/her discretion and based on prevailing economic conditions of <br />the City, will determine: <br />• The maximum amount of VTO <br />• The impact of VTO on health, dental, vision, and life insurance benefits, if any. <br />(0'q I I) Page 29 of 30 <br />E5` 1 <br />
