6.1.13. - Page 54 <br />TENTATIVE AGREEMENT BETWEEN CITY OF REDWOOD CITY <br />SERVICE EMPLOYEES INTERNATIONAL UNION (SEIU) LOCAL 521 <br />side letter stating that the program is entirely voluntary and not mandatory in any way. <br />ADMINISTRATIVE POLICY: VOLUNTARY TIME OFF PROGRAM <br />I11:I:Z•T� <br />The primary purpose of this policy is to provide a method to the City to reduce <br />personnel costs without reductions in the workforce Participation in this program is <br />voluntary. <br />POLICY <br />It is the policy of the City of Redwood City to provide options to Department Heads <br />during difficult economic times through the establishment of a Voluntary Time Off (VTO) <br />program. <br />E el 1:114111 i1 <br />The VTO program is to be offered only to specific regular full -time employees solely at <br />the discretion of the Department Heads, based upon a thorough analysis of their <br />respective budgets and staffing needs. VTO will not be offered across - the -board to all <br />employees. Participation is subject to the approval of the Department Head and the <br />Human Resources Director. <br />NOTIFICATION <br />By March 1 Department Heads will notify workers by e-mail of their eligibility for <br />participation in the VTO program in the upcomino fiscal year. <br />The participation period shall coincide with the City's fiscal year of July 1 sc to June 30` <br />Employees electing to participate in the VTO program shall commit to participate in the <br />VTO program for a minimum period of one fiscal year. <br />Participation in the VTO program will be renewed annually, subject to the approval of <br />the Department Head. <br />Page 28 of 30 <br />
