6A
Page 27
land is scarce and that is precisely why the region suffers a housing shortage, viable
housing sites should be cherished.
PUBLIC COMMENT
Janet Borgens, Vice-Chair of the Housing and Human Concerns Committee, walked the
site and thinks it is an interesting concept.
COMMISSIONER COMMENTS
Commissioner Radcliffe stated that this project is interesting and exciting and the
property is closer to downtown than it shows on the map. This could be a catalyst for
the whole area and likes the idea of taking use of the creek.
Commissioner Cronin considers this as a possibility for housing because of the size of
the lot and by building housing in that area it could help expand housing in that direction.
Commissioner Paulson referred to a comment regarding the Downtown Precise Plan
and that the most successful downtowns are entirely surrounded by housing. For the
creek to be used and more accessible to the public, there must be housing in this
neighborhood, but he has a problem with changing the zoning for a single site
Commissioner Codding asked staff that if this is being rooked at through the General
Plan process, about what time will the General Plan discussion be taking place.
Mr. Passanisi replied this is part of the land use portion and believes it could be the next
four to six months.
Commissioner Gee does not like spot zoning. but acknowledging that this is a
neighborhood that has potential (or transition. The city needs to be balanced on how
they approach the land use. He would be supportive in looking at this in a much more
comprehensive manner than just one parcel.
Chair Seybert asked if the Planning Commission decided to expand the area would that
then fall to the City to study the larger area with no money available.
Mr. Passanisi replied yes and the City would also have to get some buy-in by some of
the property owners.
Chair Seybert stated that City needs to surround the downtown with housing and need to
think of the Downtown Precise Plan line as flexible, and start looking at this site and
simply initiating a process, not approving anything.
Commission Gee asked if the Planning Commission can recommend that the City
Council and Planning Commission have a study session on this potential neighborhood
to do the visioning process even thought that is not listed.
Commissioner Radcliffe asked instead of recommending an amendment can the
Planning Commission recommend a study session on re-evaluating the General Plan
designation of this area of the city.
Chair Seybert stated that the General Plan is for Redwood City and that the General
Plan element and land use element will not get down to what should be done at 333
Page 8 of 10
--
