Adopt the Redwood Shores Lagoon Bank Policy and Construction Guidelines for <br /> ~ improvements and require the removal and/or modification of all non <br /> permitted construction on the lagoon bank. <br /> Pros: -Establishes a specific date of implementation and a procedure by <br /> which to evaluate all future projects. <br /> -Ensures that all future improvements are constructed in an <br /> appropriate manner which works to preserve the integrity of the <br /> lagoon bank. <br /> -Significantly reduces the number of improvements that have a <br /> potential to impact the integrity of the Lagoon Bank. <br /> -Improves the City's ability to achieve desired water flow rates, which <br /> could improve overall water quality. <br /> Cons: -Substantial cost to current property owner's to remove <br /> improvements. <br /> -A significant amount of staff time would be involved in the code <br /> enforcement effort to remove and/or modify all non-permitted <br /> construction on the lagoon bank. <br /> Fiscal Impact <br /> All applications for "new" construction and those properties that have been identified with <br /> Level 3 significance that wish to modify their improvements will have to apply for a Planned <br /> Development Permit Amendment. The current cost of this application per the new Planning <br /> Fee Schedule is $710. <br /> 5 Water flow rate determines how long it takes the water in the lagoon to change out with fresh water. A <br /> decreased flow rate means the water takes longer to refresh and therefore becomes stagnant which <br /> promotes algae blooms, mosquito incubation, and other conditions that decreasing water quality. <br /> --- <br />
