� r � w � � <br /> IMPLEMENTATION PLAN <br /> � A. Introduction <br /> This implementation plan for the Redwood City Redevelopment Project No. 2 has been <br /> prepared by Keyser Marston Associates, Inc. (KMA) for the City of Redwood City <br /> Redevelopment Agency. The implementation plan is being prepared and adopted in <br /> accordance with State Health and Safety Code Section 33490 and related sections. The key <br /> requirements, which this implementation plan addresses, are: <br /> ■ A description of the Agency's specific housing and non-housing related goals and <br /> objectives for the project area, including specific programs, possible projects and, <br /> expenditures for the next five years. <br /> • A description of how these goals, objectives, programs and expenditures will alleviate <br /> blight. <br /> ■ A description of how these goals, objectives, programs and expenditures will implement <br /> the low- and moderate-income housing set-aside, housing production, and housing set- <br /> aside targeting requirements of the law over the next 10 years. <br /> ■ Proposed locations suitable for replacement housing units in instances where plan <br /> activities trigger the need for such units. <br /> This implementation plan must be adopted after a noticed public hearing. The law requires that <br /> the plan must be reviewed in a public hearing, and by inference amended, if desirable, between <br /> two and three years after adoption. A new plan is required every five years. <br /> The non-housing component of this plan is contained in Sections A through G. The housing <br /> component is incorporated as Sections H through J. <br /> B. Purpose and Term of the Implementation Plan <br /> The implementation plan has been prepared pursuant to the requirements of Section 33490 of <br /> the California Redevelopment Law. Included in the regulation is the requirement that an <br /> implementation plan be prepared for all project areas every five years. This plan is intended to <br /> fuffill that requirement, to serve as a multi-year planning vehicle for projects in Redwood City <br /> Redevelopment Project No. 2, and to articulate the link between the projects undertaken and <br /> the alleviation of blight in the Project Area. <br /> Keyser Marston Associates, Inc. <br /> 18610.001\030-003; 12/6/2004; DRAFT <br /> � <br />
