� 8-22 <br /> 13. To provide adequate off-street parking to serve current and future uses within the <br /> Amendment Area. <br /> 1. Agency Goa/s and Objectives for the Next Five Years <br /> Pursuant to meeting these Plan goals, the new Five-Year Impiementation Plan establishes <br /> operational goals and objectives for the period 2005 to 2009, as foliows: <br /> 1. Continue to upgrade public improvements. There is a lack of public open space; key <br /> pedestrian thoroughfares are inadequate; and surrounding neighborhoods have poor <br /> pedestrian linkages with the Downtown. Streetscape improvements in the area of the <br /> On Broadway Cinema project are currently inadequate to support the active pedestrian <br /> environment envisioned. Public parking facilities have inadequate capacity to support <br /> the additional development planned for the Downtown. Several projects that address <br /> these conditions are to be completed during the next implementation plan period. The <br /> Courthouse Square project will create a new public open space. Streetscape <br /> improvements will be constructed to enhance the pedestrian environment and improve <br /> linkages in the Project Area. Public parking facilities are being constructed in order to <br /> support development of the On Broadway Cinema project and downtown. <br /> 2. Rehabilitate aging commercia/ and residential structures. The Project Area has <br /> problems with deficient economic use of buildings. A number of the residential and <br /> commercial buildings in the historical downtown area, particularly in Amendment Area <br /> #2, were constructed over fifty years ago, and little has been done to maintain or <br /> upgrade these buildings. As a consequence of structural aging, the utility of the <br /> structures has greatly diminished and a number of the buildings no longer meet the <br /> needs of the existing uses. The on-going home improvement loan and storefront <br /> improvement programs continue to address this situation. In addition, the Agency will <br /> provide additional residential rehabilitation assistance and commercial development <br /> incentives as opportunities arise. <br /> 3. Assemb/e properties into deve%pab/e sites. There are additional problems associated <br /> with subdivided lots of inadequate size and in multiple ownerships. The Project Area <br /> contains structures and properties in need of rehabilitation, but the diverse property <br /> ownership pattern and other historical development patterns impede the private sector's <br /> ability to assemble sites. Site acquisition and assembly for affordable housing <br /> development will be a continuing priority over the next implementation plan period. <br /> 4. Provide financia/ assistance for new private deve%pment and promote an improved <br /> private investment climate. The Project Area suffers from an impaired investment <br /> climate. Agency assistance has continued to be a requirement for new development to <br /> occur in the Project Area.
