-Z� <br /> properties and the Civic Center; (3) improving transportation and parking facilities; (4) linking <br /> circulation within the Project to the City street system; (5) providing access to landlocked <br /> parcels; and (6) providing safer intersections and public improvements. These principal goals <br /> remain relevant for the 2005 - 2009 Implementation Plan. Additional goals and objectives were <br /> set forth in'the Second Amendment to the Plan (1989). Agency goals and objectives for the <br /> Project Area set forth in the Redevelopment Plan and Amendments are summarized as follows: <br /> 1. To eliminate and prevent the spread of blight and deterioration and to redevelop the <br /> Project Area in accord with the General Plan, specific plans, the Redevelopment Plan, <br /> local codes, and ordinances. <br /> 2. To expand and upgrade the community's supply of housing, inctuding opportunities for <br /> low- and moderate-income households. <br /> 3. To eliminate or ameliorate certain environmental deficiencies, including substandard <br /> vehicular circulation systems and other similar public improvements, facilities and utilities <br /> deficiencies. <br /> 4. To achieve an environment reflecting a high level of concern for architectural, landscape, <br /> and urban design and land use principles appropriate for attainment of the objectives of <br /> the Redevelopment Plan. <br /> 5. To enhance major thoroughfares providing a quality design identity and smooth, safe <br /> pedestrian, bicycle, and vehicle circulation. <br /> 6. To replan, redesign and develop undeveloped/vacant, underutilized and underdeveloped <br /> areas that are stagnant or improperly utilized. <br /> 7. To encourage investment by the private sector in the development of the Project Area by <br /> eliminating impediments to such development and redevelopment. <br /> 8. To increase sales, business license, hotel occupancy and other fees, taxes and <br /> revenues to the City and other taxing bodies. <br /> 9. To establish and implement performance criteria to assure high standards for site <br /> design, environmental quality and other design elements which provide unity and <br /> integrity. <br /> 10. To promote and create new local employment opportunities. <br /> 11. To encourage uniform and consistent land use patterns. <br /> 12.
