The Association members' reaction to the
project and project design was generally favorable; in particular, the Habitat for Humanity
townhouse project was well received. Since the Neighborhood Association meeting, First
Community Housing has continued to work with staff and the Architectural Review
Committee (ARC) to further refine the architectural style and detailing of their project.
Community Development Services staff believes that the project, as proposed, will be a
great improvement to the EI Camino Real Corridor and will help achieve the vision in the
Precise Plan. It will also provide much needed affordable housing that will be targeted to
teachers and seniors.
The General Plan and Zoning Amendments will also be consistent with the following:
 • In 1992, the City's General Plan and Zoning Maps were amended to allow mixed-
use development on a significant percentage of EI Camino properties and the
proposed amendment would make the subject property consistent therewith;
• The project would provide housing opportunities within walking distance to transit
and downtown employment and services.
• Consistent with the Housing Element, new opportunities for affordable housing
would be created.
Alternatives
1.
