l/ /• r� <br /> \{/ (/• <br /> space and 18 parking spaces. <br /> Both properties are located on or near State Highway 82, a major north-south arterial street <br /> and mixed-use transit corridor, roughly one-quarter mile from the City's downtown district <br /> and one-third mile from the Caltrain Station. <br /> Review Process <br /> On May 24, 2004, the Redevelopment Agency Board approved the Exclusive Right to <br /> Negotiate with First Community Housing & Habitat for Humanity. <br /> On October 12�', November 9�' and December 7�', 2004, the Architectural Review Board <br /> provided design recommendations to staff on the proposed project. <br /> On November 16, 2004 the Planning Commission adopted a Resolution of Intention to <br /> amend the General Plan, adopted a Mitigated Negative Declaration (CEQA) and <br /> recommended that the City Council adopt the following (see Attachment 5): <br /> 1. Amend the General Plan Land Use Map from Commercial/ Office to Mixed Use for <br /> 1540 EI Camino Real (First Community Housing site). <br /> 2. Rezone 1540 EI Camino Real from "CG" (General Commercial) and 124-136 <br /> Lincoln Avenue "R-4" (Multi-Family Medium Density Residential) to `P' (Planned <br /> Community) Zoning District. <br /> 3. Approve the Precise Plan. <br /> On November 29, 2004, the Subdivision Committee approved a Tentative Parcel Map to <br /> merge the four project site parcels (totaling roughly 0.92-acres) into finro (0.30 and 0.62 <br /> acre) parcels. <br /> Precise Plan <br /> Staff prepared a Precise Plan (Attachment 10), as amended by the Planning Commission <br /> per the attached errata sheet, to guide all future development on the property. The Precise <br /> Plan describes urban design policies that will accomplish the following: <br /> • Create an interesting and vibrant pedestrian streetscape; <br /> • Create an attractive project by incorporating interesting and varied architectural <br /> building design details; <br /> • Signify an entrance to the downtown together with the Franklin Street apartments <br /> • Establish linkages to the surrounding neighborhood; and <br /> • Reflect community preferences which were raised during the community forums and <br /> neighborhood outreach process. <br /> Essentially, the Precise Plan is the zoning document that establishes the vision for the site <br /> and then describes the various policies and zoning reg�lations to achieve that vision. <br /> Staff prepaFed draft design guidelines for the project as a precursor to the Precise Plan. <br /> The guidelines, which are now part of the Precise Plan, were based on public input. <br /> Specifically, the guidelines addressed community design input provided this past May and <br /> June at the Freedman, Tung & Bottomley (FTB) Community Forums for the Downtown <br /> 2 <br />
