. - Z� <br /> Assistant Planner Mehra gave a brief Power Point Presentation regarding the <br /> Appeal and covering information on the project, site description and background. <br /> He said the Appellants' were concerned about the following: <br /> ■ Two story homes being built on small parcels would be out of character in <br /> the neighborhood. <br /> ■ Will reduce the amount of mature vegetation on the lot. <br /> ■ Will result in a loss of privacy; and <br /> ■ Will have a negative effect on the appellants' property values. <br /> The following is staff's retort to the Appeal: <br /> ■ The zoning Ordinance allows new 2 story homes, as well as adding a new <br /> second story to existing single story residences. <br /> ■ There are finro heritage sized trees on the parcel, one can be retained, and <br /> one will have to be removed. <br /> ■ The Zoning Ordinance does not address privacy; however, the <br /> fenestration and the second story can be designed in such a way that <br /> privacy is not compromised for any party. <br /> ■ Also, landscaping can be planted to maintain privacy. <br /> Mr. Mehra said that if the property owner decides to develop the property, they <br /> will be required to show the plans to the adjacent neighbors, and resolve any <br /> privacy and/or design issues at that point. <br /> Commissioner Piulle asked if the new Height Ordinance (28 feet) would apply to <br /> this proposed subdivision? <br /> Mr. Mehra said yes. <br /> M/S: (Radcliffe/Piulle) to open the Public Hearing. <br /> Mr. James Martin of 827 Breeze Place showed a photo of his backyard, and <br /> expressed his concerns about the new dwellings being out of character in the <br /> neighborhood. He said the view from their backyard would change, taking away <br /> their enjoyment of the foliage, and it would take away their privacy. Mr. Martin <br /> said he wanted this on record that this development would bring down the <br /> property value, and it would have an adverse affect on the neighborhood. <br /> Commissioner Radcliffe wanted to know if the home was developed, would it be <br /> set further back than is shown in the photo. <br /> Redevelopment Manager Moeller said it would be a 20 foot setback. <br /> M/S: (Piulle/Garcia) to close the Public Hearing. <br /> Page 2 of 7 <br />
