GENERAL PLAN AMENDMENT, ZONING MAP AMENDMENT, PRECISE PLAN, ENVIRONMENTAL ASSESSMENT Location: 1540 EI Camino Real and 124-136 Lincoln Avenue Proposal � 1540 EI Camino Real: To construct a 58 unit multi-family apartment complex on a vacant 0.62 acre site under a two level garage. The development will also contain 1,215 gross square feet of retail area, open space area, and other amenities. 124-136 Lincoln Avenue: To construct eight townhouse units on a vacant 0.30 acre site with small private yards and parking. Staff is recommending that the Planning Commission: 1. Adopt the attached Resolution of Intention to initiate and consider an amendment to the General Plan Land Use Map. 2. Adopt the Mitigated Negative Declaration. 3. Recommend the following actions to the City Council: a. Find that the General Plan Amendment to change the land use designation of 1540 EI Camino Real from "Commercial/Office" to "Mixed Use" is in the public interest and recommend approval to the City Council. b. Find that the Zoning Map Amendments to rezone ■ 1540 EI �amino Real from General Commercial "CG" to "P" (Planned Community) District, and ■ 124-136 Lincoln Avenue from "R-4" (Multi Family Medium Density) Zoning District to "P" (Planned Community) District are both in the public interest and recommend their approval to the City Council c. Recommend to the City Council that it adopt the "EI Camino RealNera Avenue Precise Plan, dated November 2004.
