Commissioner Garcia asked how far up the red curb would be, because he didn't want to see the businesses suffer from no parking. Ms. Riordan said the red curb would be on the side streets. Commissioner Garcia asked that staff look closely at the Sign Ordinance, signage for this development should be better than the Franklin Street Apartments Retail Stores. Commissioner Cronin had a comment regarding Circle Page 29, Item F relating to reduced parking capacity. He said he did not see any inadequate parking capacity when reading through the Site Precise Plan. Ms. Riordan said parking would not meet standard parking requirements of two stalls per unit, but it would exceed the City's Mixed-Use Parking Standards by providing two stalls for 2-3 bedroom units, and one stall for 16 proposed studio and one-bedroom units. Commissioner Radcliffe what was envisioned for the retail. Ms. Riordan said street parking would be provided, and the retail would mostly serve and be within walking distance of the neighborhood. Commissioner Piulle asked Redevelopment Manager Susan Moeller how, without discriminating, she could target seniors, teachers, etc. Ms. Moeller suggested that Mr. Oberdorfer respond to that question. Mr. Oberdorfer responded that they could target their marketing efforts; however, they would have to honor all qualified applications (regardless of their occupation or age) in the order in which they were received. Chair Paulson referred to Page 7, Section C, paragraph 2 of the Site Precise Plan, and asked for a definition of "building grain". Ms. Passanisi said it meant looking at components and segments.
