. - l <br /> Mr. Robert J. Galet of 120 Vera Avenue referred to a letter he handed out to the <br /> Planning Commission regarding his concerns relating to the Application of First <br /> Community Housing and Peninsula Habitat for Humanity. He expressed his <br /> concerns about possible traffic issues on Vera Avenue, which would occur due to <br /> the proposed development. Mr. Galet is also concerned that he would have <br /> trouble selling his property at 112-120 Vera Avenue, because when he bought it, <br /> the zone was R4, today it is zoned CG. He protested the construction of the <br /> development claiming it would deprive his property of sunlight, and bring down <br /> the value of his property. <br /> Commissioner Piulle commented that there may be a shadow on his property in <br /> the morning, but there would be plenty of sunlight in the afternoon. <br /> Mr. Galet asked about the "Plan". <br /> Mr. Passanisi said that the City is preparing a Precise Plan for the entire <br /> Downtown Area. He advised Mr. Galet that he may want to express his concerns <br /> during the public hearings on the Precise Plan. <br /> Commissioner Piulle asked if a Shadow Study would need to be requested. <br /> Mr. Passanisi said, if the development is approved by the City Council, then the <br /> Applicant will need to come back for a Planned Community Permit, and at that <br /> time, make the request for a Shadow Study. <br /> Mr. Christopher Mohr of the Housing Leadership Council of San Mateo County <br /> expressed his support for the Montgomery Villas Development. He said the <br /> project meets their criteria for a well-designed, well-located development, and it <br /> provides housing opportunities for people in the community at a wide range of <br /> incomes. <br /> Chair Paulson referred to the Site Precise Plan, Page 10 —"Open Space". She <br /> would like the statement, "No minimum open space requirements are established <br /> due to the high density nature and location of the site" to be modified. She feels <br /> that statement should be more specific, so future developers will not interpret that <br /> to mean there are no "open space" requirements. <br /> Mr. Passanisi said it would be modified to require space at the discretion of staff. <br /> M/S: (Cronin/Radcliffe) to close the Public Hearing. <br /> M/S: (Cronin/Piulle) to adopt the Mitigated Negative Declaration. <br /> Motion Passed 5-0 <br /> M/S: (Piulle/Radcliffe) <br /> Page 6 of 7 <br />
