However, the FEIR <br /> ii �dicates that this mitigation alone ,vill not reduce the impact described above to a less- <br /> then-significant level. Mitigation 7-1; does identify two additional altemative mitigations <br /> that would mitigate the impact to a less-than-significant level: 1) reconstruction of the <br /> Whipple Avenue CalTrain railroad crossing to provide a grade-separated crossing; or'2) <br /> widening of the eastbound approach to the intersection. However, these altemative <br /> mitigations are subject to physical and right-of-way constraints and are dependent on <br /> decisions and actions beyond the control of the project applicant and the City and are <br /> therefore infeasible. The cumulative impact described above will thus be considered <br /> significant and unavoidable. <br /> Q. Cumulative (2020) Impact on the Veterans Boulevard/Whioale <br /> Avenue Intersection <br /> Potential Impact: By 2020, the addition of Project-generated traffic, in <br /> combination with traffic generated by all other approved and pending projects in the <br /> vicinity, is expected to degrade operations at the Veterans Boulevard/Whipple Avenue <br /> Intersection during both the AM and PM peak hours. The intersection would already be <br /> expected to operate at an unacceptable level of service during the AM peak hour even <br /> absent the addition of Project traffic; the addition of Project traffic and tra�c generated <br /> •� by all other approved and pending projects in the vicinity is expected to degrade <br /> operations during the PM peak hour to an unacceptable level of service and to increase <br /> the average delay at the intersection by more than five seconds during the AM and PM <br /> peak hours (Impact 7-16). <br /> Mitigation: The Project shall be required to make a fair share contribution <br /> toward the addition of a dedicated eastbound right tum lane, as identified in the <br /> Redwood City Tra�c Impact Mitigation Fee Study and described in Mitigation 7-16. In <br /> the event that the addition of a second westbound left tum lane becomes feasible, the <br /> Project shall also be required to make � fair share contribution to this improvement. <br /> Findings: The ProjecYs contribution toward the addition of a dedicated <br /> eastbound right turn lane is feasible. However, the addition of a dedicated eastbound <br /> right turn lane alone will not mitigate the impact identified above to a less-than- <br /> significant level. Because the addition of a second westbound left tum lane is uncertain <br /> at this time, requiring the widening of Whipple Avenue and the cooperation of CalTrans, <br /> the cumulative impact described above is considered significant and unavoidabie. <br /> R.
