Proiect Intemal Circulation Imaact <br /> � Potential Impact: If not properly designed with adequate roadway and <br /> circulation aisle widths, tuming radii, and tumaround dimensions, the ProjecYs intemal <br /> vehicular ci� :ulation system could include substantial safety hazards and emergency <br /> access deficit �cies (Impact 7-13). <br /> Mitigation: The ProjecYs final intemal circulation system shall incorporate <br /> the design standards described in Mitigation 7-13. <br /> Findings: This mitigation measure is feasible and reduces the impact <br /> described above to a less-than-significant level. <br /> O. Potentiallv Inadequate Proiect Parkina Provisions <br /> Potential Impact: The ProjecYs current conceptual parking program <br /> description does not yet incorporate a level of design and management detail sufficient <br /> to permit full evaluation of parking adequacy, and it would not be appropriate or <br /> necessary to require more fully developed parking plans before the Project receives <br /> initial approval, or to require fully developed plans for all of the Project at once, given <br /> the time period over which it will be developed. if one or more of the parking design <br /> objectives identified in Impact 7-14 are not met, the ProjecYs on-site parking provisions <br /> could be inadequate, could result in overFlow parking and spillover onto adjacent and <br /> nearby streets, and could result in inordinate patrolling and enforcement demands for <br /> _ the Redwood City Police Department. <br /> Mitigation: Design and management measures, including those detailed <br /> in Mitigation 7-14, shall be incorporated into the Project to ensure that adequate peak- <br /> period parking facilities can be provided within convenient proximity to users, and that <br /> such facilities will be designed and managed to meet the parking control and security <br /> concerns of the Redwood City Police Department. <br /> Findings: This mitigation measure is feasible and reduces the impact <br /> described above to a less-than-significant level. <br /> P. Cumulative (2020) Impact on the EI Camino ReallWhiaple Avenue <br /> Intersection <br /> Potential Impact: By 2020, the addition of Project traffic is expected to <br /> increase the average delay at the EI Camino Real/Whipple Avenue intersection by 9.9 <br /> and 17.5 seconds during the AM and PM peak hours, respectively, periods during which <br /> traffic volume resulting from all other approved and pending projects in the vicinity <br /> would already be expected to exceed acceptable levels even absent the addition of <br /> Project traffic (Impact 7-15). <br /> Mitigation: The Project shall be required to make a fair share contribution <br /> toward the addition of a westbound right-turn lane and an associated receiving lane as <br /> t2e9�o2N79278.z 13 <br /> AttylReso/Reso.1470 <br /> 052004 <br />
