., Mitigation: The Project shall retain a qualified archaeologist to monitor
C:;~" Project-related ground-disturbing activities. in the event that subsurface cultural
resources are encountered during such activities, work in the immediate vicinity shall be
Stopped, the retained archaeoloqist shall evaluate the finds, and the Project shall
iiplement the measures set forth i, Mitigation 14-1.
Findings: Implementation of Mitigation 14-1 will reduce the significance
of the ProjecYs potential impact to cultural and historic resources to a less-than-
significant level.
XII. AIR QUALITY
A. Construction Emissions
Potential Impact: Project construction activities would generate exhaust
emissions and fugitive particulate matter emissions that would affect local air quality
(Impact 15-1).
Mitigation: The Project shall be required to implement fugitive dusX
control measures recommended by the Bay Area Air Quality Management District and
described in Mitigation 15-1.
Findings: Implementation of Mitigation 15-1 will reduce the air quality
' impacts related to construction emissions to a less-than-significant level.
B. Proiect and Cumulative Impacts on Reaional Emissions
Potential Impact: The additional vehicular traffic generated by the
Project would produce regional emissions exceeding Bay Area Air Quality Management
District thresholds of significance for reactive organic gases, nitrogen oxide and PM10
(impact 15-2).
Mitigation: The Project shall implement the transportation demand
management mitigations identified in Chapter 7 of the FEIR and shall require office,
retail, and residential components of the Project to implement additional mitigation
measures to encourage pedestrian, bicycle,.and transit modes of travel, as more fully
described in Mitigation 15-2.
Findings: Implementation of the measures described in Mitigation 15-2 is •
expected to reduce Project emissions by approximately fifteen percent. However, it is
not feasible to reduce Project-generated traffic to a level which does not increase
emissions by a significant amount, so that even with implementation of these measures,
the impact of Project-associated emissions is expected to remain at a significant level
and to contribute to a significant unavoidable cumulative impact.
1289\02N792782 34
AttylReso/Reso.470
052004
