- f 5
Xlil. CUMULATIVE IMPACTS
Implementation of the proposed Project in conjunction with other City-
approved projects would have a significant, unavoidable cumulative impat on
population, housing, and employment; on transortation and circulation; on
infrastructure and public services and on air quality. These impacts are discussed mre
fully in Sections III, IV, VII and XII, above.
The environmental, economic, social and other benefits of the Project
override the significant cumulative impacts of the proposed Project, as more fully stated
in the Statement of Overriding Considerations.
XIV. PROJECT ALTERNATIVES
The FEIR describes a range of nine reasonable altematives which would
further avoid or substantially lessen significant environmental effects of the Project , and
evaluates the merits of these alternatives. The City has determined that the Initial
Project shouid be modified to incorporate key elements of Altemative 6, as described in
the FEIR, because such modifications will reduce overall environmental impacts and
provide other public benefits. Incorporating only key elements of Altemative 6, as
opposed to adopting Alternative 6, will not prevent the Project from achieving ks
fundamental goals in a way that renders the Project infeasible. The City has also
determined that none of the identified alternatives is feasible, for the reasons described
— below and in the FEIR.
A. No-Proiect Alternative
Qescription: The "No ProjecY' Alternative assumes that the Project would
not be developed and the Project site would remain in its present condition.
Findings: The No Project Alternative would avoid the significant and
potentially significant environmental effects of the Project. However, the No Project
Alternative would fail to achieve any of the basic objectives of the Project. These
objectives are identified in Section 3.3 and Table 17.11 of the FEIR:
• Create a mixed use residential-office-retail project that responds
to perceived future market demands for more residential
purchase and office lease opportunities in the Mid-Peninsula,
convenient to an existing downtown, a major interregional
transit corridor, and local job centers;
. Provide primarily residential uses, with complementary
commercial, retail, and other community-serving uses;
• Create the project as a highqulity Bayfront development
providing a variety of housing options in order to address the
i28so2nsza.z 35
Atty/Reso/Reso.1470
052004
