�. � c-Z <br /> The Redwood City Recycled Water Project will be implemented in multiple phases overthe <br /> next several years, beginning with some recycled water delivery in the 2006 irrigation <br /> season. The initial phases will include commercial portions of Redwood Shores and the <br /> Greater Bayfront area, with future expansion possible into Central Redwood City. The <br /> major components of the project are: <br /> ■ Treatment consisting of chemical addition, filtration, and disinfection - owned and <br /> operated by SBSA <br /> • Storage tank and distribution pump station owned and operated by Redwood City <br /> and located at SBSA <br /> ■ Distribution (pipeline) system - owned and operated by Redwood City <br /> ■ Customer sites retrofits of imgation systems, to be facilitated and/or performed by <br /> Redwood City with the concurrence of property owners <br /> The recycled water chlorine contact tank, storage tank(s), and distribu6on pump station will <br /> be in a single structure located at the SBSA treatment plant site. The project plan calls for <br /> this facility to be designed and constructed by SBSA and paid for by Redwood City. Upon <br /> completion of constniction and acceptance by the City the facilities ownership will be <br /> transferred to the Ciry. SBSA will be responsible for operation of the chlorine contact tank <br /> while the Ciry will be responsible for the operation ofthe storage tank and distribution pump <br /> station. The production of the recycied water will be SBSA's responsibility up to the "point <br /> of delivery" which will be defined as where the recycled water enters the storage tank. The <br /> ownership and responsibility for the water will transfer from SBSA to Redwood City at the <br /> point of delivery. <br /> Since the structure will be a City-owned facility it is recommended that the disposition of <br /> real property beneath the structures be addressed in a long-term lease. The draft lease <br /> agreement is based on the lease with Redwood City - as approved in 1997 - for the Parks <br /> Satellite Maintenance Facility. The proposed minimum bid price for the lease is based on <br /> the appraisal of the Maintenance Facility site updated to current year dollars. Staff <br /> recommends that the Council authorize the City Manager to submit a bid for approximately <br /> 45,00 square feet of space, for 50 years, at the minimum rental rate of $0.31 per square <br /> foot per year, or approximately $15,000 annually, adjusted after three years and <br /> periodically thereafter by the CPI index. <br /> The SBSA Joint Powers Agreement or JPA (of which Redwood City is a member agency) <br /> provides specific authority for SBSA to acquire, hold, or dispose of property. In the past, <br /> SBSA has followed a formal bid process that is publicly advertised. <br /> On March 24, 2004 the SBSA Commission passed a resolution approving bid documents <br /> and a draft lease agreement for land consisting of a portion of the South Bayside System <br /> Authority property located at 1400 Radio Road, Redwood City, for a municipal recycled <br /> water storage and pumping facility site; and authorizing the for bids. Bids are due by <br /> 11:OOam, May 26, 2004. <br /> All of the legal, operational and financial details of the long-term partnership arrangement <br /> between the two agencies will be embodied in an "Agreement for Production and Delivery <br /> of Recycled Water between the South Bayside System Authority and the City of Redwood <br /> Page 2 of 3 <br />
