REPOR T � . . ��= . r <br /> � A-! <br /> _ To the Honorable Mayor and City Council <br /> From tlie Ctty Manager <br /> May 2G, 2004 <br /> subject <br /> Countywide National Pollution Discharge Elimination System (NPDES) General Program, <br /> Stormwater Management Plan <br /> Recommendation <br /> Adopt the resolution authorizing the San Mateo County Board of Supervisors, acting as the <br /> governing board of the San Mateo County Flood Control District, to impose charges on <br /> parcels of real property in Redwood City necessary to fund the Countywide NPDES General <br /> Program in Fiscal Year 2004-2005. <br /> Background <br /> As a co-permittee for the Countywide Stormwater Management Plan and NPDES Permit No <br /> CAS0029921, the Ciry Council annuaily must authorize the San Mateo County Flood Control <br /> District to impose charges to fund the City's share of costs for the stormwater management <br /> program. Each year, Redwood City, as for all co-permittee cities, must affirm how to fund its <br /> share of the General Program costs. Last year the City Council used the property tax roll to <br /> distribute the cost to all parcels of real property within city limits to cover Redwood City's <br /> — share of the Stormwater Pollution Prevention General Program (STOPPP) costs. <br /> The San Mateo County Flood Control District Act, as amended by the State Legislature in <br /> 1992 (Assembly Bill 2635), authorized the 5an Mateo County Flood Control District to impose <br /> charges to fund storm drainage programs such as the NPDES Program. The proposed <br /> Countywide General Program budget for Fiscal Year 2004/05 is $1,434,544. The program <br /> charges are identified as "Basic Annual Charges" and "Additional Annual Charges," the latter <br /> of which is adjusted annually calculated on the Consumer Price Index (CPI).
