A-3
discussed more specifically in the sections of the FEIR and this resolution dealing with
each of those areas. The individual discussions are not repeated here.
Mitigation: Mitigations addressed to each population-triggered potentialty
significant impact would be implemented as stated in the sections of this resolution and
the MMRP conceming transportation, public services, noise and air quality. The
mitigation measures in question are summarized in Table 2.1 of the FEIR.
Findings: The identified mitigations would reduce all potentially
significant impacts to a level of insignificance, except in the areas of transportation,
water service, and long-term regional air emissions. These remaining potentiafly
significant population-triggered impacts cannot feasibly be mitigated to a level of
insignificance, for reasons stated in the relevant impact-specific sections of this
resolution, and are therefore significant and unavoidable.
B. Emplovment Growth
Potential Impact: The Project would provide office and retail employment
opportunities for approximately 500 people, leading to potentially signficant impacts in
the areas of transportation, public services, noise and air quality. These impacts are
discussed more specifically in the sections of the FEIR and this resolution dealing with
each of those areas. The individual discussions are not repeated here.
Mitigation: Mitigations addressed to each employment-triggered
_ potentially significant impact would be implemented as state in the sections of this
resolution and the MMRP concerning transportation, public services, noise and air
quality.
Findings: The identified mitigations would reduce all potentially
significant employment-triggered impacts to a level of insignificance, except in the areas
of transportation, water service, and long-term regional air emissions. These remaining
potentially significant impacts cannot be reduced to a level of insignificance, for reasons
stated in the relevant impact-specific sections of this resolution, and are therefore
significant and unavoidable.
IV. TRANSPORTATION AND CIRCULATION
A. Proiect Impact on the EI Camino ReallWhiaale Avenue Intersection
Potential Impact: Traffic generated by the Initial Project would have
been expected to degrade operations at the intersection of EI Camino Real and Whipple ,
Avenue during the PM peak hour to an unacceptable level (Impact 7-1). However, the
Project, which is essentially identical to FEIR Altemative 6 for this purpose, is not
expected to have a significant impact at this intersection.
Mitigation: The Project shall be required to make a fair share contribution
toward addition of a receiving lane for westbound right-turns. iwo altemative additional
1289\0211792782 7
Atty/Reso/F2eso.1470
052004
