Thi.; requirement is fully enforceable by a • <br /> provision which permits the City to withhold buiiding permits ff the 15% reduction is nqt <br /> achieved. ' <br /> Findings: Adoption of the Project, in place of the Initial Project, results in <br /> this impact being less than significant. The addition of a receiving lane for westbound <br /> right-turns is feasible and will further reduce the impact described above. Neither of the <br /> two additional mitigations proposed in Mitigation 7-1 is feasible, because neither <br /> altemative is fully within the control of the project applicant or the City. <br /> B. Proiect Imnact on U.S. 101 Southbound Mixed-Fiow Lanes Whicale <br /> Avenue to Woodside Road Seament — AM Peak Hour <br /> Potential Impact: The Project is expected to increase traffic volumes by <br /> more than one percent of the U.S. 101 Southbound Mixed-Flow Lanes, Whipple Avenue <br /> to Woodside Road segmenYs capacity during the AM peak hour, a period during which <br /> it already operates at an unacceptable level of service (Impact 7-2). <br /> ;�-,� Mitigation: The project applicant shall design and implement a <br /> �` comprehensive transportation demand management ("TDM") program meeting the <br /> criteria set forth in Mitigation 7-2. <br /> Findings: Mitigation 7-2 is feasible and will help to partially mitigate <br /> Impact 7-2. However, mitigation of this impaet to a less-than-significant level would <br /> require the addition of another southbound through lane to the freeway segment, which <br /> is not feasible because this freeway widening would require multiple approvals from <br /> multiple jurisdictions beyond the authority of the City and would require resources <br /> beyond the capacity of any individual development project or the City. Therefore, the <br /> effect of the Project on this freeway segment during the AM peak hour is a significant <br /> unavoidable impact. <br /> C.
